Recognition of professional qualifications
Recognition of qualifications acquired in EU countries and provision of cross-border services in the territory of the Republic of Poland:
Łukasiewicz – Warsaw Institute of Technology is authorized to recognize qualifications for the following regulated professions under the
Regulation
- operator of earthmoving equipment and related devices;
- operator of machines and devices for the production of concrete, asphalt concrete, concrete and stone elements and related;
- scaffolder.
The procedure for recognition of qualifications to practice a regulated profession requires the submission of the following documents:
- a completed application to initiate proceedings for recognition of qualifications,
- a copy of a document confirming your identity,
- diplomas, certificates, attestations and other documents confirming completion of courses and trainings – in the form of copies,
- a certificate of at least one year of experience as an operator of a given machine or device in the last ten years, with information on what types of machines the Applicant worked on, or
- documents, information on the scope and duration of the training completed by the Applicant, in the case of acquiring qualifications in countries where the above professions are regulated,
- confirmation of payment of the fee for initiating the proceedings, in accordance with the list of fees related to the performance of the CEO’s tasks,
- if a Representative is indicated in the application - a power of attorney document.
The procedure for reporting the intention to provide a cross-border service, i.e. temporary and occasional performance of a regulated activity or profession in Poland by foreigners begins with the submission of:
- a cover letter informing about the type of investment, specifying its location, scope and expected time of implementation,
- a list of operators by name, specifying the scope of machines operated,
- a copy of the insurance policy or other means of individual or collective insurance in connection with the performance of work,
- for each operator, a separate declaration of intent to provide a cross-border service, attaching:
- a copy of the authorizations obtained by the operator,
- a copy of a valid document confirming the operator’s identity,
- a document confirming that the operator has performed a given profession for at least one year in the last ten years, specifying the machines on which the internship took place, or
- documents, information on the scope and duration of the training completed by the Applicant, in the case of acquiring qualifications in countries where the above professions are regulated, copies of certificates and other documents confirming the completion of courses and training,
Note: documents prepared in a foreign language must be translated into Polish and the original translation must be provided by a sworn translator (except for proof of identity)
The declaration must be submitted before starting work and is valid only for a given calendar year.

The process is based on the principle of recognizing the lowest qualifications. If the Applicant is seeking a class higher than the lowest, the certificate must specify the specific model of the machine on which the applicant has worked for at least one year.
The Legal Department assesses the Application for recognition of qualifications in terms of content and form within a period not longer than 30 days from the date of receipt of the application together with a complete set of documents. If the Application for recognition of qualifications requires additions or corrections, the Applicant is informed about this by e-mail.
The Legal Department assesses the Statement of Intention to Provide a Cross-Border Service in terms of its content and form within a period not exceeding 30 days from the date of receipt. After this period, the Entity may commence its activity in the provision of a cross-border service in the territory of the Republic of Poland. If the statement requires supplementation or corrections, and if it is necessary to initiate the Recognition of Qualifications procedure by issuing a decision, the Applicant is informed about this by e-mail, and the time limit for considering the application is interrupted for the time of supplementation.
Qualifications obtained from 1 January 2021 in the UK, after the end of the transition period set out in the Withdrawal Agreement, are third country qualifications under Directive 2005/36/EC.
