About the laboratory

Our Laboratory operates in the broadly understood area of defence and security (arms, ammunition, explosives, ballistic shields, mechanical security devices and lightweight building partitions).

We also carry out standardization activities concerning mechanical safety devices and building partitions (participation in the technical work of international standardization committees, development and assessment of standards).

We also conduct licensed activities in the field of production and trade in explosives, weapons and ammunition, and technology for police or military purposes.

We also deal with the recognition of professional qualifications, along with the justification and assessment of the effects of regulations and the production of rating plates for devices assessed and certified at the Institute.

The concession is granted by the Department of Permits and Concessions (DZiK) of the Ministry of Interior and Administration. The entrepreneur’s application must be accompanied by a number of attachments, including opinions from the State Fire Service, the Environmental Protection Institute and the Sanitary Inspectorate. In my experience, the most time-consuming step is to adapt the planned location of the business so that the technical and organizational conditions are met, which Łukasiewicz-WIT, as one of the authorized institutions, confirms by issuing an opinion as an attachment to the application to the DZiK. Here, each case is different. Some already have the appropriate premises, others are just planning the construction. Sometimes the problem is the walls, other times the security system. Asking this question before erecting a building allows you to avoid unnecessary costs related to the technical adaptation of premises for licensed activities. Replacing windows or installing gratings is a small problem compared to the need to change the thickness of the walls or the material used. The cost of starting a business depends on: the infrastructure you have, the scope of your business and the planned business, the certificates you have, the competences and opinions of dedicated state entities. The easiest to list are the costs regulated by legislation:

  • stamp duty to be paid when submitting an application for a special trade license – 616 PLN (for the requested scope),
  • training confirming professional preparation for conducting or managing business activities in the field of manufacturing and trading in explosives, weapons, ammunition and products for military or police purposes at the Łukasiewicz-WIT headquarters costs PLN 3,770.18 gross (the price of the training is regulated by a regulation and depends on the average salary announced by the president of the Central Statistical Office in the last quarter)
  • certificates from the State Fire Service, the Provincial Inspectorate for Environmental Protection, the State District Sanitary Inspector, about a clean criminal record – in total about 500 PLN
  • Fee for the opinion of Łukasiewicz-WIT (or another authorized entity) on the fulfillment of technical and organizational conditions for conducting business activity in the field of production and special trade – 4000-6000 PLN net. The price depends on the size of the facility to be assessed, the type of planned activity and the distance from Warsaw.
  • Adapting the building/premises to the business activity – determining even estimated costs requires an on-site inspection.
  • The choice of specific design and construction solutions, physical and electronic security systems, storage and warehousing systems is a very individual matter. Because as we know, you can get a class S1 gun safe even for 500 PLN.

There are no “burglar-proof” doors! These are doors with increased resistance to burglary and are designed to make unauthorized access difficult. A burglar, given the right time, calm “working” conditions and the right tools, will overcome them. That is why it is important to approach property security systematically: mechanical obstacles, locks and building fittings are to extend the time to overcome, so that the Police/security company patrol alerted by the Intruder Alarm System (IDAS) or a vigilant neighbor appears at that time. The Laboratory conducts tests of products covered by the scope of accreditation AB 035 granted by the Polish Center for Accreditation.
